Can't start custom web service

Forgive me in advance, I am not an IIS guy.

I've got MDT 2008 web services running on Windows Server 2003/IIS6.  They work just fine.  I tried setting up a new virtual directory for the custom web services, which I believe is configured correctly.  The only service I've configured for use is the SCCM service--that's all I intend to use.  But when I try to run it, I get the following error:

Is the bin folder or any of the dlls missing?

That would do it.  For some reason, the archive extraxted without the folder structure.  Thanks!
